Seized Drain Plug and Broken Screw Stud

Hello, I got a Sea Rayder F16 XR that im having an issue on removing a seized drain plug from the ride plate. I was able to remove the fill plug using a easy out bit but the vent plug was to siezed that the bit broke off in it. Does anyone have any recommendations on how to remove it. I have a flux welder on hand. If anyone have any settings recommendations to use in order to weld a nut or washer that will be helpful. I also manage to snap a bolt on the nozzle when remove the steering cable to replace the steering bellows on the cables. I tried welding a nut but im not getting a ground on the nozzle. not sure if i have to remove the coated paint on the nozzle in order to get a great ground to weld.
