Oil Cooler thread seal and torque spec.

I picked up a used updated oil cooler. I separated the cover to make sure there was no junk in it and see the bolts have a white sealant on them. Do I need to replace it or just use blue locktite ? Anyone have the torque spec for the cover and the cooler to engine ? Gasket replacement a must ?

As far as my now spare cooler has anyone drilled and tapped the #3 bolt to the new size bolt ?
