First you need to determine weather it's the cable, jet nozzle or helm causing the problem. The most common cause is cable. While on the trailer you should disconnect ONE of the steering cables from ONE of the jet nozzles. Doesn't matter if you start with the port or starboard side. Once removed try turning the wheel. If it turns freely now, you have identified a bad cable. If it's still tight, disconnect the other steering cable. If the wheel is now easy to turn, that is your troubled cable. In either event if either cable is binding you should replace both.
